Polysilicon industry access conditions enacted environmental protection threshold significantly improved

The “Polysilicon Industry Access Requirements” issued before the Spring Festival was formally released by the Ministry of Industry and Information Technology on March 1. According to the announcement of the Ministry of Industry and Information Technology, the conditions for admission are implemented from the date of release. According to the Ministry of Industry and Information Technology, the relevant departments must take the access conditions as the basis for the approval of polysilicon construction projects, record management, land approval, environmental impact assessment, credit financing, production licenses, and product quality certification.

The most attractive place for the "Polysilicon Industry Access Requirements" is to greatly increase the industry's access threshold, especially for the environmental protection, which will surely bring a huge impact on the polysilicon industry, which is dominated by SMEs. 2011 will become the shuffle year for the polysilicon industry.

The announcement of “high energy consumption and high pollution” is an important part of the new energy industry, and the prospects for the development of the photovoltaic industry are high hopes. However, the polysilicon industry, which is the core material for photovoltaics, has been burdened with "high energy consumption and high pollution" in the development process. In some regions with low electricity prices, many small and medium-sized polysilicon companies can still obtain lower production costs and lower their production costs with low electricity prices and zero-cost emissions. They also have a firm foothold in the market competition. Especially since last year, the price of polysilicon has soared. At present, the highest spot price for polysilicon has hit $114/kg, which is a considerable profit relative to the production cost of SMEs at $50/kg.

However, the implementation of the “Polysilicon Industry Access Requirements” will make the days when small and medium-sized polysilicon companies earn “green” money. According to the access conditions, by the end of 2011, the reduction power consumption of solar grade polysilicon must be less than 60 kwh/kg, and the solar grade polysilicon production line with an integrated power consumption greater than 200 kwh/kg will be eliminated.

In addition, the access conditions also put forward a number of environmental protection requirements for polysilicon companies, such as the recovery of silicon tetrachloride, hydrogen chloride, and hydrogen recycling efficiencies of not less than 98.5%, 99%, and 99%; basic farmland protection established in accordance with the law The sensitive areas such as districts, nature reserves, scenic spots, drinking water source protection areas, residential concentrated areas, health resorts, food production areas, etc. Do not build new polysilicon projects. The polysilicon projects that have been put into operation in the above-mentioned areas must be phased out according to relevant plans in the region, and gradually withdraw in the form of relocation, suspension of production, etc.; the water resources can be recycled in an integrated manner, and the water cycle utilization rate should be ≥95%.

Access barriers to improve the industry reshuffle immediately In addition to the aforementioned environmental protection threshold, the access conditions also stipulate that the minimum capital ratio of investment in new construction and expansion projects shall not be less than 30%; before the new directory of government investment project approval is issued, a new polysilicon project will be established. In principle, no longer approved; solar-grade polysilicon project size is greater than 3,000 tons per year, and semiconductor-grade polysilicon projects are greater than 1,000 tons per year.

Jiang Qian, Chief Energy Analyst of China Investment Advisors, believes that 80% of the domestic polysilicon manufacturers are small companies, generally around the scale of a few hundred tons. These companies are not as large as they are in terms of scale and energy consumption, and they will be required by the end of 2011. It is the "big limit" that these small and medium-sized enterprises are eliminated. According to Jiang Qian, access conditions will eventually allow China to form about 10 large-scale polysilicon producers.
