China will vigorously start photovoltaic domestic market

The four ministries and commissions of the Ministry of Finance of China jointly held a meeting on the 2nd and decided to accelerate the large-scale application of domestic photovoltaic power generation. Zhang Shaochun, deputy finance minister, believes that the promotion and deployment of the photovoltaic demonstration project is a powerful signal - "We must strongly start the domestic market."

“In 2009, China's PV cell production accounted for 40% of the world's total, ranking first in the world.” Zhang Shaochun said, but because of the high cost of photovoltaic power generation, more than 95% of PV modules in China are exported.

“China's building roof area totals about 10 billion square meters. If 10% of the roofs are fitted with photovoltaic roofs, a Three Gorges power station can be rebuilt.” Qiu Baoxing, deputy director of the Ministry of Housing and Urban-Rural Development, was very excited about the domestic market.

In order to vigorously promote the application of domestic photovoltaics, China has achieved preliminary achievements through demonstration projects. According to the Ministry of Finance, in 2009 and 2010, the central government has allocated nearly 10 billion yuan to support more than 1,000 megawatts of gold solar and solar photovoltaic building application demonstration projects.

13 development zones such as the Beijing Economic and Technological Development Zone have been identified as the first batch of “photovoltaic power centralized application demonstration zones” in China, with a scale of 170MW in the first phase. Zhang Shaochun said: "We will strive not to lower than 1,000 megawatts per year after 2012, so as to form a sustained and stable photovoltaic power generation application market."

According to preliminary estimates, there are currently more than 100 national-level economic and technological development zones and hi-tech development zones in China. The average area of each development zone is tens of square kilometers, and the installed photovoltaic power generation scale is about 100 megawatts. If these regions are realized, With the application of scale, only a national development zone can achieve a capacity of 10 million kilowatts.

“The establishment of a demonstration area for photovoltaic power concentrated application will undoubtedly provide a broad market for the domestic application of the photovoltaic industry. It also allows these export-oriented companies to see opportunities for the domestic market.” Miao Liansheng, chairman of Yingli Green Energy Holdings Co., Ltd., which won the bid, said.

China also realizes that financial subsidies are the most direct and effective means to start the photovoltaic power generation market. The Ministry of Finance made it clear this time that it will grant a 50% subsidy to key equipment at the bid-winning agreement price, and that other expenses will be given a fixed subsidy of 4 yuan and 6 yuan per watt according to different types of projects.

It is understood that after the demonstration project receives financial subsidies, the investment per watt is only about 8 yuan. According to the annual power generation of 1,100 hours, the project electricity price is about 0.8 yuan per kilowatt-hour, and the net assets return rate can reach more than 10%. Especially in some areas such as Beijing, Shanghai, Zhejiang, and Guangdong, the current industrial and commercial peak hour electricity prices are all above 0.9 yuan/kW, and photovoltaic power generation has certain advantages.

Breakthroughs in key technologies are also an important link in the promotion of China's photovoltaic industry in the future. Cao Jianlin, vice minister of the Ministry of Science and Technology, said that because of the lack of core technology, Chinese companies can only earn small profits, and the resources and the environment are paid for by us. The economic benefits and environmental benefits of clean energy have flowed abroad.

According to the Ministry of Science and Technology, China has deployed a series of major and key projects around photovoltaic cell materials, various types of photovoltaic cells, cell production equipment and processes, grid-connected photovoltaic power stations and key equipment, and solar energy development and utilization technologies have been clearly listed as The “12th Five-Year Plan” (2011-2015) focuses on the development of science and technology in the energy sector, and strives to reduce the cost of solar power generation to the level that it initially has to compete with thermal power and other traditional energy sources within five years.

Some companies have also stepped up their efforts in scientific and technological research. According to Yingli Company, through process innovation, they have increased the conversion efficiency of monocrystalline silicon cells to 20% and polysilicon to 18%. Miao Liansheng said that he will strive to reduce to RMB 1 per degree in 2012.

In addition to the photovoltaic power generation products themselves, the integration of photovoltaic power stations and power grids, and related building design support will play an important role in the application of photovoltaic power generation.

According to Shuai Junqing, deputy general manager of the State Grid Corporation of China, the State Grid Corporation of China is accelerating the construction of smart grids, and considering the development of photovoltaic power generation as a key content of the “12th Five-Year Plan” power grid development plan, actively supporting the construction of two major demonstration projects, and further improving power grid acceptance. Photovoltaic power generation capacity.
