"China Electric Power News": What kind of structure is the photovoltaic standard management system in the end, and what are the similarities and differences with foreign countries?

Wang Yi: China's standard establishment and management system is very different from foreign countries. Our country is mainly led by the government. In general, the National Standardization Administration Committee is the standard competent authority, but the standards concerning project construction are mainly managed by the Ministry of Housing and Urban-Rural Development. The National Energy Administration is mainly responsible for the management of industry standards. Industry standards should go to the National Standards Committee, the Ministry of Housing and Construction and other competent authorities for the record. The foreign industry standards are mainly composed of various industry associations.

"China Electric Power News": It is said that China's photovoltaic national standard is mostly based on foreign standards, is it true?

Wang Yi: I am not very clear about the other aspects of the photovoltaic industry chain. However, this problem is completely absent in the case of power generation. The standard we are currently developing is that we have independent intellectual property rights and do not copy foreign standards. This is determined by China's current development and application of solar photovoltaic technology. Overseas development of solar photovoltaic is mainly distributed, and the power station is distributed into the distribution network. In China, large-scale centralized development is adopted, and most of the access is to the transmission grid. Different development and utilization methods and grid structure fundamentally determine that the adopted standards are not the same. We can only formulate standards that suit China's national conditions according to China's actual conditions.

"China Electric Power News": Some people think that China's photovoltaic standards, especially the construction of power stations and grid-connected national standards, are missing. Can we introduce the development of relevant standards?

Wang Yi: The national standard on the construction and construction of photovoltaic power plants has not yet been officially released, and photovoltaic grid-connected power generation has only developed guiding technical documents. The document was issued in 2005 and expired after three years. Its technical requirements are not comprehensive, and it cannot accurately reflect the current technical requirements of the grid connection. It is not easy to make it in the year.

The competent authorities of the State are very concerned about the preparation of standards and are actively promoting it. As early as 2009, the National Standardization Management Committee established the Photovoltaic Power Generation and Industrialization Standardization Promotion Team jointly with the Ministry of Industry and Information Technology and the National Energy Administration. The group consists of four working groups: materials, batteries and components, systems and components, and grid-connected power generation. The Federation of Enterprises is the group leader of the grid-connected power generation working group and is responsible for the standardization and daily management of photovoltaic grid-connected power generation.

At present, specifications including photovoltaic design, construction, and acceptance have been established within the past three years, and approvals for national standards such as “PV power plant design code”, “PV power station construction code” and “PV power generation project acceptance code” have been gradually submitted. Here, we are reviewing these standard texts and making revisions. We plan to submit them to the competent authorities of the Ministry of Housing and Urban-Rural Development for approval in the near future, and to carry out the standard English version review work. This is also a highlight in the compilation of domestic industry standards.

"China Electric Power News": How does CEC carry out the standard preparation work, where are the major difficulties?

Wang Yi: At present, CEC is entrusted by each competent department to propose an annual standard preparation plan, discuss important standards organizations, and preside over outlines, drafts of opinions, and review of drafts submitted. After the relevant standards have been approved, we will solicit opinions online and offline, and all relevant units may also submit comments on standard texts by mail, email, etc. We will select the top experts from various units within the industry to participate in the preparation and review of standards.

The research on core technologies in the field of photovoltaics started relatively late in China. We have focused on the basic work of building a standard system. We hope to establish a standard system framework within one to two years.

Standards can never be developed by patbing the brain. The indicator data must be discussed and tested repeatedly, and scientifically rigorous evidence is required to determine it, because a tiny number after the decimal point may determine the life and death of an enterprise or even a group of companies. It has determined that its preparation cycle is relatively long. In addition, we must have a large amount of technical, human, and material resources. Last year, we had a special design specification that was opened six times for discussions. At the meeting, we often discussed late in the night with an indicator. This is a common thing. In general, to make a standard at least to invest hundreds of thousands, large projects to invest one or two million. In addition to the government’s small amount of subsidies, the vast majority of funds are provided by the China Electricity Council and the preparation units themselves, and the funding pressure is indeed high.

The situation in foreign countries is different. It has already been mentioned above that foreign industry standards are mostly set by the industry associations responsible for the management. Their sources of funding consist of three major pieces, one is government support, the provision of funds is commissioned by the association, and the terms requiring government control are upgraded to technical regulations. The second block is the membership fee support of the association's member units. The last piece is selling the standard and selling it to companies that require standards, so that it can probably recover one-third of the funds.

It is understood that an enterprise needs to spend hundreds of thousands of purchases on average a year abroad. Of course, this also benefits from the establishment of a good foreign credit system and strict intellectual property protection mechanisms.

"China Power News": What is the relationship between national standards, standards, and corporate standards?

Wang Yi: Generally speaking, all norms that have cross-industry and significant influences should be subject to national standards, and those that have industry characteristics that need to be standardized at the entire industry level should be subject to business standards. The principle of the upper and lower levels of the principle can not violate the higher level standard. However, the benchmarks and benchmarks can be more detailed and strict than the national standards. However, this does not mean that the national standard is very low, but that it is a basic and universal standard that reflects the industry's average level.

The standard is not the more beautiful the better, but it should follow the principles of scientificity, advanced nature, rationality, forward-lookingness, and operability, and it cannot be separated from reality.
